Ibeto Calls For Creation Of Kainji State From Niger, Kebbi For Equity And Effective Governance

Former Deputy Governor of Niger State, Ambassador Ahmed Musa Ibeto, has called for the creation of Kainji State from parts of the current Niger and Kebbi States, citing the need for justice, equity, and fairness among the region’s diverse populations.

Ibeto made the call on Sunday during the North-West zonal public hearing on constitutional review held in Kano.

He explained that the demand for the new state is being championed by three emirates—Kontagora and Borgu in Niger State, and Zuru in Kebbi State—who believe that the current structure poses significant challenges to effective governance.

Highlighting the vast landmass and complex ethno-cultural composition of Niger State, Ibeto argued that some areas are too large and remote to be efficiently administered, which has contributed to a rise in insecurity.

“If those places are partitioned into another unit in the form of a state, they would be more effectively governed,” he said.

Ibeto emphasized that the size and diversity of Niger State hinder balanced development, equitable political representation, and fair distribution of resources.

“With 25 local government areas and multiple ethnic groups spread across three senatorial districts, Niger State is overdue for restructuring,” he said. “If justice, equity, and fairness are to prevail, there is a need for the creation of additional states.”

The All Progressives Congress (APC) chieftain added that the creation of smaller and more manageable states like Kainji would promote grassroots development, improve governance, and strengthen democracy.

He urged the National Assembly to give serious consideration to memoranda submitted by groups advocating for new states, particularly from large and underrepresented regions.

“State creation should not be viewed as a political favour, but as a constitutional necessity in the interest of national cohesion,” Ibeto said.
