The Federal High Court in Abuja has fixed 8 December 2025 for the hearing of a suit filed by Mr Yushau Shuaib, founder of PRNigeria, against the National Institute for Policy and Strategic Studies (NIPSS) over his alleged unlawful withdrawal from the Senior Executive Course (SEC) 47 of the institute.
According to a hearing notice made available to journalists on Sunday, the case, marked FHC/ABJ/CS/1329/2025, has been assigned to Justice Binta Nyako.
Shuaib, a seasoned public relations practitioner and nominee of the Nigerian Institute of Public Relations (NIPR), is demanding ₦1 billion in damages for alleged emotional trauma, reputational harm, and rights violations. He is also seeking ₦100 million as litigation costs.
In the suit filed by Yunus Abdulsalam (SAN), Shuaib said his withdrawal was unjustified, having met all admission requirements and paid the full ₦18.3 million course fee. He noted that his admission had been approved by President Bola Tinubu.
He accused NIPSS of linking him to a PRNigeria article titled “NIPSS Goes Digital; Launches Paperless Platform after Submitting Landmark Report to President Tinubu”, even though he neither authored nor edited the publication.
Shuaib further alleged that the institute gained unauthorised access to his email account, which he said amounted to a breach of his constitutional right to privacy under Section 37 of the 1999 Constitution.
The plaintiff also claimed that disciplinary actions against him for expressing professional views violated his right to freedom of expression, while the alleged harassment, cyberbullying, and exclusion from class activities constituted psychological abuse.
He said he was also denied participation in an international study tour, despite paying all required fees, adding that his withdrawal letter was never officially served on him but instead sent only to the NIPR.
Shuaib is asking the court to declare his withdrawal unlawful and discriminatory, set it aside, and order his reinstatement with full privileges as a participant in SEC 47.
The suit also seeks a perpetual injunction restraining NIPSS and its agents from further harassment or intimidation against him.
