House Moves To Amend Armed Forces Act To Boost Military Efficiency And Oversight

Nigeria’s House of Representatives has taken a significant step towards reforming the Armed Forces Act, advancing a bill intended to strengthen military command structures and improve operational efficiency.

The bill, introduced by Rep. Aminu Balele in collaboration with Reps. Midala Usman and Daniel Asama, also seeks to increase accountability within the armed forces, the News Agency of Nigeria (NAN) reports.

During the debate, Rep. Usman explained that the amendment would provide clearer definitions of the duties, authority and hierarchy within the military.

He said the proposal aims to enhance coordination, discipline and effectiveness across all branches of the armed forces.

Usman stressed the importance of updating military legislation to align with Nigeria’s constitution and international standards, highlighting that the reforms will promote accountability, civilian oversight and respect for constitutional order.

“The bill seeks to detail the responsibilities of the Armed Forces Council, the Minister of Defence and the Service Chiefs. It reinforces the authority of the Chief of Defence Staff and the Service Chiefs while ensuring civilian control remains intact,” he said.

He added that the legislation reaffirms the President as the constitutional Commander-in-Chief of the Armed Forces, with the Chief of Defence Staff overseeing strategic command and coordination.

Appealing for support, Usman described the bill as essential for strengthening national defence and improving military governance.

Deputy Speaker Benjamin Kalu, who presided over the session, subsequently referred the bill to the appropriate committees for further scrutiny.
