Tinubu Signs Police Training Institutions Establishment Bill Into Law

President Bola Tinubu has signed the Nigeria Police Training Institutions Establishment Bill, 2024, into law, granting statutory recognition to 48 police training institutions across the country.

The bill, sponsored by Sen. Ahmed Malam-Madori (APC–Jigawa North East), seeks to institutionalise police education, professional development, and global best practices in law enforcement.

According to the News Agency of Nigeria (NAN), the new law categorises police training institutions into five groups: Police Colleges, Police Training Schools, Police Tactical Schools, Police Technical Training Schools, and other specialised institutions.

Prominent among the newly recognised Police Colleges are those in Ikeja (Lagos), Kaduna (Kaduna), Maiduguri (Borno), Oji River (Enugu), Jos (Plateau), and the Police Detective College in Enugu.

The law also entrenches Police Training Schools in key locations, including Bauchi, Minna, Sokoto, Benin, Wanune, Calabar, Ilorin, Ibadan, Iperu, Jos, Owerri, Nonwa-Tai, Oyin-Akoko, Ekiti, Gwaram, Malabu-Fufore, and Bende, among others, to strengthen grassroots training.

Under the new framework, Police Tactical Schools will provide advanced operational training for elite units such as the Mobile Police Force and Counter-Terrorism Units (CTU). These include Mobile Training Schools in Gwoza (Borno), Ila-Orangun (Osun), and Ende-Hill (Nasarawa), as well as CTU Schools in Nonwa-Tai (Rivers) and Gombe (Gombe).

Other tactical institutions listed are the SPU School in Kafin Hausa (Jigawa), the K9 School in Bukuru-Jos (Plateau), the Mounted Troop School in Jos, the Marine Training School in Toru-Orua (Bayelsa), and the Police Pre-Retirement Training School in Kudan (Kaduna).

In addition, the law recognises technical and specialised institutions such as the Police Public Relations School in Lafia (with an Abuja campus), the Central Planning and Training Unit in Jos, the Police School of Intelligence in Shere (Kwara), and Schools of Communication in Kudan and Ikeja. Others include the Police School of Music, Police Driving School, both in Ikeja, and the Veterinary Training School in Abuja.

Malam-Madori hailed the Presidential assent as a turning point in Nigeria’s internal security reforms.

“The Act will professionalise police training, deepen research in security management, and align Nigeria’s policing culture with international law enforcement standards,” he said.
